Ardita Kuçi
General Director, Agricultural and Rural Development Agency

Ardita Kuçi was born in Berat on April 10, 1988.

She holds a Second Level Integrated Degree in Law from the Faculty of Law at the University of Tirana, where she specialized in several fields of law, including Civil, Criminal, Public, Administrative, Labour Rights, European, Private, and Commercial Law. She further deepened her legal expertise by obtaining the title of Attorney of Law at the the Albanian National Chamber of Attorneys in 2011.

Mrs. Kuçi has an extensive experience in the field of law and IPA project management, especially in the sectors of agricultural and rural development.

She has led the Directory of Monitoring, Risk, and Reporting at ARDA, a position she held from November 2022 until September 2024, when she took on the role of General Director.

Prior to her current role, she was the Head of the Legal Unit at the same agency from September 2019 to November 2022. In this capacity, she played a crucial role in developing and reviewing new laws, preparing administrative acts and contracts, implementing public procurement procedures, and providing legal support for all departments within the agency.

Additionally, from December 2017 to September 2019, Ms. Kuçi served as the Head of Sector of Compliance Acquis Approximation and Foreign Assistance at the IPARD Agency. During this period, she coordinated the accreditation of IPARD Programme, and harmonization processes of procedures based on EU and national legislation.

Ms. Kuçi has previously held managerial positions in the Municipality of Tirana, the Ministry of Public Works and Transport, as well as in the private sector.

Throughout her professional career, Mrs. Kuçi has completed a multiple trainings and qualifications in Financial Management and Internal Control, Grants Management and Procurement and Contracting according to EU Procedures, Anti-Corruption, Attraction of Foreign Investments Absorption of Foreign Investments in the field of the Instrument for Pre–accession Assistance (IPA).

She is fluent in English and Italian, with working proficiency in French and German.
