Oltjon Muzaka

Mr. Oltjon Muzaka was born in Tirana, on 20.12.1987.
He completed his higher studies in private law at the University “Paris I Panthéon-Sorbonne”, France. He holds two Master’s degrees at the same university: “International Business Law” and “Comparative Law”.
He has a rich experience in the field of international arbitration and foreign investments, experiences gained as an associate in the law office “Derains & Gharavi” in Paris. Mr. Muzaka received the title of lawyer from the Tirana Bar Association in 2013. Since 2013, he has been engaged in teaching at several universities in the country in the subjects: “Commercial Law”, “International Business Law”, ” European private law”, etc.
He has conducted a series of trainings and qualifications on financial management, the fight against corruption, the development of regional trade, the absorption of foreign investments, etc. During the years 2015-2017, he was part of the working groups of the Technical Secretariat, set up by the Special Parliamentary Committee on Justice Reform.
Mr. Muzaka worked as a lawyer at the Prime Minister’s Office, in the Department of Legislation, Program Monitoring and Anticorruption (2014-2016). In 2016-2017, he held the position of General Director of the Department of Administration and Services at the Prime Minister.
Before taking the post of General Director in the Agency for Agricultural and Rural Development, Mr. Muzaka has held the position of Secretary General in the Ministry of Agriculture and Rural Development (2021-2023), in the Ministry of Finance and Economy (2020-2021), the Ministry of Education, Sports and Youth (2019-2020), as well as the Ministry of Culture (2017-2019).
